Dr. Abukar Mukhtar Omar

Professor of Educational Leadership & Policy

Dr. Abukar Mukhtar Omar is a Somali higher education scholar, quality assurance expert, and academic leader with over a decade of experience in university teaching, leadership, and research. He currently serves as Dean of the Graduate School at SIMAD University, Mogadishu, and as President of the Somali Universities Quality Assurance Network (SUQAN). He previously served as Dean of the Faculty of Education for seven years. His scholarly and professional work focuses on higher education quality assurance, educational leadership, teaching and learning quality, educational planning, and institutional effectiveness in post-conflict contexts. He has published extensively in internationally peer-reviewed journals and actively contributes to regional quality assurance and higher education development initiatives in East Africa.
